Microsoft Begins Rolling Out Windows 11 24H2 to Some Users

Last month, Microsoft lifted a six-month-old upgrade block tied to certain desktop wallpaper apps under safeguard ID 52754008 — an issue that had been holding back some users from upgrading to Windows 11 version 24H2 since its public release in October 2024 .

Now, just a month later, the company has removed another compatibility hold , this time linked to a browser-related issue under safeguard ID 49562592 .

This block was originally put in place to prevent devices from upgrading if they were running an older version of the Safe Exam Browser — an app commonly used in educational settings. Microsoft has confirmed that the problem is now resolved thanks to an update: version 3.8 or later of the Safe Exam Browser fixes the issue.

What This Means for Users

  • Devices using Safe Exam Browser should update to version 3.8+ before attempting to install Windows 11 24H2.
  • After updating the app, most systems should be able to upgrade within 48 hours .
  • If the block remains after that, users are advised to contact Safe Exam Browser Support for further help.
  • Those installing via the Media Creation Tool can proceed once they follow the on-screen instructions during setup.

With these recent changes, Microsoft confirms that Windows 11 24H2 is now entering its final rollout phase , meaning broader availability for users across all channels.

Upon reviewing the release notes for the Safe Exam Browser (SEB) , we didn’t find any specific mention of fixes directly tied to Windows 11 24H2 . However, there is a notable update:

Starting with version 3.8.0 , SEB now requires a minimum operating system of Windows 10 version 1803 or later — which includes Windows 11 .

You can view the official entry about the SEB-related issue on Microsoft’s Windows Health Dashboard .

If you’re still blocked from upgrading to Windows 11 24H2 , it may not be the SEB issue anymore — it could be a newer safeguard hold , such as one related to incompatible system drivers or other compatibility issues.
